Mahmoud Abbas, the Palestinian president, protested Israeli plans to expand Jewish settlements in talks in Jerusalem with Ehud Olmert, the Israeli prime minister. Israel announced plans on Sunday to build nearly 900 homes in areas of the occupied West Bank that the Israeli government considers part of Jerusalem. “If Israel does not halt these activities, it will be difficult to reach the political settlement,” Mr. Abbas said at a news conference before the meeting.
